The Postsecondary Gap in Kentucky

In Kentucky, nearly 1.4 million adults lack a postsecondary credential, which encompasses any formal education beyond high school, including college and trade schools. Alarmingly, 66% of these individuals—about 928,000—have never enrolled in college, while 33% (approximately 464,000) have some college credits but no degree. This educational gap poses a significant challenge, especially as Kentucky ranks among the top 10 states with the highest job vacancy rates. Furthermore, 52% of people living below the poverty line have not attended college or graduated high school, underscoring the urgent need for educational reform.

A postsecondary education is essential for two primary reasons: closing workforce gaps and providing adults with livable wages. By 2031, it is projected that 63% of jobs in Kentucky will require some form of postsecondary education. Adults who do not meet these requirements will face increasing difficulties in securing jobs that can support themselves and their families. Research indicates that adults who earn a degree beyond high school can earn an average of $40,000 more annually compared to those without such credentials. Thus, pursuing higher education not only broadens job opportunities but also significantly enhances earning potential.

While it is ideal for adults to pursue postsecondary education, various barriers can hinder this path. Financial constraints, family obligations, work commitments, and academic readiness are critical factors influencing whether individuals can further their education. Notably, about 48% of adult learners have children and struggle with limited childcare options. Between 2019 and 2021, over 15,000 childcare centers closed across the nation, exacerbating this issue. In 2023, the average cost of childcare in Kentucky reached approximately $6,411 per year, or about $534 per month. The rising demand for affordable childcare, coupled with its dwindling availability, leaves many financially challenged families unable to secure necessary support.

Financial challenges are a significant barrier for many adult learners. Approximately 50% of adult students in Kentucky receive Pell Grants, a federal program designed to assist students with the greatest financial need. However, even with such aid, many still experience unmet financial needs. For public university students, the average annual unmet need is around $9,359, while it is approximately $6,098 for Kentucky Community and Technical College System (KCTCS) students. These figures apply only to those receiving Pell Grants, leaving those who do not qualify in an even more precarious financial situation. The reality is that, despite available financial aid, many households struggle to cover the costs associated with attending college, further widening the educational gap.

Work commitments present yet another significant obstacle for adult learners. Research shows that three in five full-time undergraduate adult learners are also working, and four in five part-time adult learners juggle employment alongside their studies. This reality often stretches their time and energy thin, complicating their ability to focus on education. Additionally, many adults have been out of the classroom for years and may require additional academic support to thrive in a postsecondary environment.

These factors contribute to a concerning trend: adult learners are four times less likely to complete their postsecondary education compared to traditional students who enroll right after high school. This situation threatens Kentucky’s educational attainment goal of having 60% of its population possess a postsecondary credential by 2030. Meeting this goal is crucial for fostering a more educated workforce capable of meeting the demands of a rapidly evolving job market.

To address these challenges, Kentucky has developed several engagement strategies and resources. The Adult Learner Community of Practice offers a platform for individuals to connect with peers, share experiences, and discuss best practices in adult education. Participating in a Professional Development Exchange can provide training and technical assistance aimed at improving learner re-engagement and success.

Furthermore, establishing connections with childcare solutions networks is vital for enhancing resources available to parenting students. Supporting these parents can play a crucial role in their ability to pursue education. Additionally, strengthening workforce partnerships within high-need industries through the Council on Postsecondary Education’s (CPE) workforce and economic development unit can create opportunities that align educational programs with job market needs.

In conclusion, addressing the multifaceted challenges faced by adult learners in Kentucky is essential for improving educational attainment and workforce readiness. By leveraging available resources, fostering community support, and enhancing partnerships, Kentucky can help more adults pursue postsecondary education, ultimately leading to better economic outcomes for individuals and the state as a whole.
